二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策

(b)Qualification requirements to be met to implement government procurement policies: Compulsory procurement of energy-saving products, environmental certification product policies, encouragement of energy-saving policies, encouragement of environmental protection policies, support for small and medium-sized enterprises policies, support for the development of prison enterprises policies, policies for welfare units for people with disabilities, and policies for purchasing domestic products

(c)本项目的特定资格要求：（1）本次磋商需要网上响应，供应商必须获得上海市电子签名认证证书（CA认证证书）；
（2）供应商具备有效的营业执照及有效的安全生产许可证；
（3）供应商具有中华人民共和国住房和城乡建设部颁发的城市及道路照明工程专业承包三级及其以上资质或市政公用工程施工总承包三级及其以上资质；
（4）项目负责人具有机电工程专业二级及其以上或市政公用工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人

(c)Specific qualification requirements for this program: (1) This negotiation requires an online response, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) The supplier has a valid business license and a valid safety production permit; (3) The supplier has a professional contracting qualification of Level 3 or above for urban and road lighting engineering issued by the Ministry of Housing and Urban Rural Development of the People's Republic of China, or a general contracting qualification of Level 3 or above for municipal public works construction; (4) The project leader has a registered construction engineer qualification of Level 2 or above in mechanical and electrical engineering or Level 2 or above in municipal public engineering, a valid safety production assessment certificate, and has not served as the project leader of any other ongoing construction projects

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
